This would be the latest drivers, as I could find: http://tinyurl.com/cdn5p

However, these drivers are from 2002, so they may be the ones you already have. It would seem that set is no longer really supported. What you have now is not really a graphics card, by the way; it is an integrated graphics chip that is no where near as a good as a PCI, AGP, or PCI-e graphics card.

You should check to see what type of graphics cards your computer takes (probably AGP), and consider buying one. You can find an average one, that will serve your web-surfing and average game playing purposes quite well, for less than 100 bucks at a Best Buy or other electronics store.

If your computer has neither an AGP or PCI-e slot, it may be time to consider buying a new computer.

That sounds more like an issue with the way your browser is configured then with the video card. Before you spend any money, try the follow free solutions:

First, go to http://firefox.com and download the free Firefox browser. Try using it for a day or two instead of Internet Explorer. If it work right, then the problem is with your IE settings.

Before you replace the video card, go to the web site of the manufacturer of the card (or PC if it is build into the system board) and see if they have an updated driver for the card. Then will resolve most problems with a video card.
