In some cases yes........Most states allow you to divorce someone who is unable to be contacted...But there are things that you must do in order to try to contact them first....But usualy after all else fails the last step is to run and add in the local paper of there last known address...after a set period of time and jumping through all the hoops they have to give you a divorce.....This is so the spouse cant skip out and force the other to stay married to them......Check with and attorney first.....
But if the other spouse cant be contacted then you will be granted a divorce by default and will probably get everything you request.. this makes the divorce uncontested and they are the cheapest to get done.......

My ex husband refused to sign the papers. You can still get the divorce granted as long as the Judge signs it.

You can get a divorce with only one signature. Usually its a contested divorce but there are other types such as amissing spouse divorce but you will get a divorce

yes the other party doesnt have to sign the papers or doesnt have to show up if the both dont show it will b dismissed i know i went thru it
