Well NEVER shave dry. I swear you will be in pain afterwards. Shaving dry causes you to get razor burn, and tons of ingrown hairs. Your legs will turn out red and bumpy, and really dry. I find shaving with cream turns out best because there is a lock in moisture and it provides a sleek, close shave. However, if you run out, you can always use body wash. It doesn't work as well but it provides lubricant and moisture.
I know, shaving is such a pain!

Shaving legs dry will basically leave you with scraped legs, they aren't slick enough for the razor blade to run past them without hitting the skin as well.
Shaving legs wet will help, but seriously not as much becuase although they're wet, they're not slick
Shaving with cream is the best, especially if your legs are moist before the cream is applied. Not only will you have smoother legs and much less risk or cutting yourself, your hair will also take longer to grow back.
