if I hear one more person on the Weather Channel tell me to shut my windows..change the battery in my smoke detector..not leave my dog in a hot car...I am going to scream..there has to be a word for their incessant banter..

It's a kind of upselling I guess. Upselling is when you go to a store and at the checkout they ask if you want some magazines with your order. Or when you go to a fast food place and order a burger and they ask you if you want fries with that. (Ooh, I forgot you could get fries at McDonald's. I'd love some fries.) If you order a burger and fries they ask you if you want a drink.

In business they sometimes call it value-added. It's putting in things to make your product more useful and to distinguish yourself from the competitor.
