God uses truth and reason, which ends up being ignored by the masses who turn to their leaders propaganda as a poor substitute.

1. If you believe in God, then you believe that he created mankind. Thus, God must be aware (and know) how our minds works, allowing him to use psychology. If you don't believe in God, there is no point in the question.
2. Leaders always use psychology. Depending on the scale, they are use it on diferent levels. A small busines manager might have psychological knowledge of his clients based on experience, while a president might have a staff that analyzes behaviors of the public and their reactions to news and decitions.
3. Some leaders have used the idea of God and religion to manipulate people's behavior. The best example will be the monarchies, were kings ruled by divine will.

No God does not use psychology, God is everything, so he must be - Psychology.
Our political leaders don't have the intelligence to know how to use psychology.
Religious leaders definitely use God in their psychology to control people and to justify what they do.

No. God is a psychological state. When you achieve "awareness of being the observer" of reality's responsiveness, you are God in terms of your power to cause and create your external experience of reality.
Yes, leaders use God "psychologically" to impact people's perception of them.

I'm a co-leader of a youth congregation and study psychology (and biology) and they all make sense as they lead to an almighty God who created everything and has such attnetion to intricate detail. He is amazing, especially when it comes to genetics!
Anyway, yes, God used psychology!

Leaders of organized religion use extensive psychology (look what the radical Muslums are doing in Iraq and what the radical Christians are doing in the USA.)

Even if god would use psychology, we couldn't know about it. However, I do not believe in any gods, but myself.
