If it has visible eyes and mouth and (most especially) scales, it is a snake. It may just be newly hatched to account for its small size.
Legless lizard could also be a possibility, although I don't know of any in Australia that are black - but if it's newly hatched, it could just be in a juvenile color phase.

It sounds like a Giant Australian Worm, also known as the Gippsland Worm. I believe this is the world's largest /longest worm. These worms can reach more than 10 feet in length.
National Geographic had a television special on them many years ago, so the Society probably has good information on them. You might also try to google them.
Given its adult size, I don't think this worm would be good fishing bait, although a 200 pound sturgeon might find it a tasty treat. As I recall, people sometimes eat this worm. I don't know if the worm reciprocates....

Call your local animal control officer, if they don't know then call a local college and speak to someone in zoology. I've never heard of a worm like that and would guess that it's either a snake or legless lizard. In any case, don't handle it in case it is a small poisonous snake. There are 140 native species of snakes in Australia and you never know when some idiot will release a new species by accident.

its most likely a snake since worms dont come in 2 colors does it look slimy but when u touch it its sorta leathery?? then its a snake and i agree with person 1 nd 2 that it could be a legless lizard u can always search that in google or animal planet.com to see if they match. good luck =)

If it has rough,scaly skin,then I'm almost 100% sure it's a legless lizard.These are pretty common down under.

I ought to believe you in this one.snakes at the instant are not as gross and slimy as worms. it grosses me out to even talk approximately them. they take me back to the certainty of slugs, that are even grosser.

it might be a calibar ground boa. they're small(ish) You can barely see their eyes, and they look like worms
