depends how short they are. if they're like microminis, then they're absolutely slutty..

They look nice over pants or leggings...that's what the super-short skirts in the stores today are made for, but I see a lot of them being worn with bare legs, which is REALLY slutty.

Not necessarily. But neither are they sexy just because they are short. I tend to prefer women who wear clothes that emphasize their good features rather than reveal everything.
Short skirts on a hot day can be entirely appropriate and not slutty in my opinion.

personally, yes. why bother wearing the skirt at all when it only covers 2 inches? being a girl, i just dont like it. i'm not a feminist; i believe in rights and whatnot, but the right to become sexual objects to men? i'd rather skip that one.
and a girl that wears skimpy clothes because she likes them is a girl i've yet to find. they wear them to look cute, hot, and attract guys. i dont think i'd want any guy that simply came after me because of my body, because he certainly wouldn't stay around when he sees the next girl in a skimpy skirt and low cut tight top.
but hey, if thats what you actually like and feel fine with it, your choice. personally, i never would.

i agree completely with what larnie said.
and i think:
miniskirts are slutty if you wear them with a tube top, high heels and way too much makeup, lol. and fishnet hose are an automatic slut factor.
i have a few miniskirts, but i try to only wear them with a classy top and matching flip flops. my boyfriend's parents are kind of conservative so i try to make it look cute. plus it's hitting 90 degrees every day here lately, miniskirts make the heat a little easier to be comfortable in.

well it all depends on how short they are like a mini shirt look ok but any lower than that is sluty

well i love them i think when i wear one with heels they make my legs look longer so i love and it's nobody's buiness if you want to wear a short skirt fine if thats what you are comfotible in then i don't have a problem.

it depends on
1)how short it is(micro=nono unless your a go-go)
2) who's wearing it(20 something girl out clubbing vs.35 year old woman at crisis
3)what you wear it with(if you show skin on bottom, no need to show it on top)

depends on how you wear them. if you wear really short skirts with really skimpy, strapless tops, then that would look really slutty. but if you wear them with tights/stockings and match them with nice and decent pieces, then i think that would look perfectly fine.
