yes, it is possible, those tendons inside may keep the bones in a particular place which may not be visible.

if you can't move your arm, that could be the cause, or it maybe due to the broken bone

an x-ray will be able tell what you have

If your shoulder was dislocated, you would be hunched over, in terrible pain, unable to use your arm, and your shoulder would be very misshapen. You could have torn the rotator cuff, a band of ligaments that surrounds the shoulder joint. Depending on what you were doing at the time, if that's what happened, you would have heard a loud pop and immediate severe pain. Since we're not doctors, we can't diagnose this for you, and I can tell you that an xray won't show the problem. I have a torn rotator cuff and only an MRI showed the tear. It requires surgery to repair it, and months of therapy to regain the use of my arm and shoulder.

Could also be a subluxation of the shoulder where the head of the humerus slides out of socket a bit then slips back in. Think of it as a partial dislocation. However, with the pain you're describing and loss of use, I'd see a doctor regardless.

If you can't move your hand(same side as the injury) towards the opposite shoulder, then your shoulder is dislocated.

this could be a torn ligament. You need to get to the emergency room or a medical doctor as soon as possible. This is not something you can delay treatment on.
