You can get software updates free, but not an "upgrade" to Vista.

The upgrade to Linux is free though:

If you are buy XP on legal market, when you run for example Yahoo in down right corner always appear yellow tab with warning message that you can update your version of XP.Click on this and updating is free. But if your copy of XP is illegal you have no chance to update it because if you try copy will be registered as "piracy" and you will have alot of problems. Take care! Best Regards & veradisca! If you have a legal copy of XP installed it is as simple as selecting the Windows Update option in the Tools tab in Internet Explorer.

One way is to replace your motherboard with one that can handle computer chips with more ram. If your Pentium chip is still fairly fast you could move it from your original mother board to the new one.
