I think you need to tell her again that you really do need them, chances are you'll be getting periods soon as this is happening.
I honestly caan't see any reason why she'd say no except disliking that you're growing up. But there's a different between dressing older than you are and legitimatly needing something, she needs to see that you're growing up but you can't help this one!
Worse comes to worse I'd buy my own or get a female relative or someone to get me some, I wouldn't go through that because my mum decided that I didn't need something. Unless she's checking your underwear everyday how would she know?
They're not a neccessity, but you're a teenager, you have enough to feel uncomfortable about without this being added to it when it doesn't have to.
Perhaps you should show her this question and the answers, maybe then she'll understand that her little girl is growing up and needs the support of her mum who went through the same thing at that age.
As a last resort I'd say go to your dad, but he will probably go bright red, stutter and act silly for a while. Bless them, they try. Of course in that instance go with him because he'll buy the wrong thing out of sheer panic!

You need to tell her about the discharge. I never had anything like that before I had my first period, but I had a friend who had discharge for almost two years before she got hers.
Just be really honest with your mom. Discharge, especially when it's heavy, is really unpleasant to deal with. Explain to her that you are having a lot of it and it makes you uncomfortable, and that that is the reason why you want to wear panty liners. Since all women deal with it from time to time, I am sure she will understand if you just explain it to her and tell her you would like to use them for hygienic reasons, and for comfort.
**EDIT**
I hate advising young women to go against their parents, but I really do know how unpleasant that stuff can be, and it kind of ruins your whole day when you feel wet and sticky. If you explain it to her clearly and honestly, and she still refuses you, save a bit of money, and just buy your own. If she finds them, just explain to her that you really need them, and you had to buy them yourself because she wouldn't listen to you.

That happened to me too... within a few days I had my first period!!
Telll your mom that you have a legitimate reason to believe your period is coming, and that you need panty liners/pads so that you can be prepared. If all else fails, just come right out with it, bluntly, and tell her that your underwear gets wet. I doubt it she'll refuse you after that...
Cause I'm betting you'll be joining the club very soon.

i used to buy my own liners and tampons cause i didnt like what my mom had. She refused to buy what i liked. My mom jus shut me down before i could really explain. I would tell her it feels disgusting and uncomfortable. i would say im aware i dont have a period yet but i have this discharge and i dont like it.
I would simply tell you mom you have a wet discharge and your messing up your underwears would she please give you some liners or could you go shopping fr some so u can pick some out.
IF she says no just buyu your own with alowance or working money etc.

I can't believe she told you no. I'm sure it took a lot of courage for you to go to her and ask the first time. I wouldn't waste my time trying to convince her of something you need. If she denied you of something like this, she's probably a self-absorbed person who can't empathize. Not sure how old you are...but you better save some cash and buy them yourself. The dollar general sells them. Or even your local health unit might give some to you AND you should also talk to the Doctors there about your discharge. It could be serious. They are legally required to keep it confidential.

I would show her your panties. If she still does not want to get them, go to your next female adult mentor (school nurse/guidance counselor/aunt/etc) and talk to them about getting you some pantyliners.
Or you could save up and buy some yourself.
How odd your mom said no.

Let her know you are uncomfortable. Explain that you would feel fresher and cleaner if your panties weren't sticky. If you act mature about it and let her know there is a real reason why you want them (and you aren't just trying to feel more grown up), then I don't see why she wouldn't let you.
