can a city or county inspector enter a house if he or she thinks that constriction is going on at the house?

this happen to a good buddy of mine he was not doing any constriction he look up and saw a man in his house demanding a permit.

No. If an inspector has reason to believe unapproved construction is going on they may ask for access. If it's denied they need to come back with a police officer and a warrant to force access.
