No. He did it because he has made soooo much money by overcharging all of us, illegally running competition into bankruptcy, etc that he needs help keeping track of it all. You should read up on all the laws he broke and the people who's lives he ruined building Microsoft up. He doesn't need to do that anymore. Ted Turned shamed him into finally letting loose of some of his money for charitable purposes, but he only does that when there is a HUGE tax advantage. He is an evil man, on the scale of Bush.

If Mr. Gates assigned Mr. Ballmer the task of treasurer, it was probably because Mr. Ballmer had the qualifications and capability to do the job. I highly doubt Mt. Gates assigned such a task based on nationality or religion.
