Lucas, there really is no "proper" age. Every person's needs and personal situation is different. Your friends and acquaintances may tell you they already had sex, or try to convince you that you should have already started having sex, but that's just braggadocio (bragging.)
It's time for you to have sex when you can carefully plan to prevent unwanted pregnancies; when you know how to prevent the spread of sexually transmitted diseases; and when it is also right for your partner. That could be when you are 21, or it could be when you are 37. Understanding and respecting the consequences of your actions brings maturity to whatever you do. When you are at that point, not just desiring sex, then it will be right.
Don't let others convince you to act impulsively. Following our impulses leads to regret.

For "proper" age to have sex:
There is no such thing as proper age to have sex. You can have it any time any where as long as you want it...
For "allowed" age to have sex:
Well it depends on the law of your country. Usually it will be around 16 to 20.
