Intel Core 2 Duo E6300 - the cheapest one, but its a good processor

DVD Writer
17 in' LCD
If you are a gamer then get the Nvidia GeForce 7300 GT
it costs 4k
Thats it I guess
Now Everyone's need varies so this is not perfect

We dont know prices in India, Thats up to you. If you want to know what type of sytem to configure for yourself, you must let us know what youre trying to do. Is it just suring the internet, is it playing games, is it burning music, is it work/school related?
If you need tech support, it should be branded. If you know how to fix a computer yourself, then you can go "white box"
