the top cop in charge or the sex offender online search says that pervs shouldn't be jailed it'll make us more of a target for these pests.?

In answer to you question, no.
But of all the crimes that can be committed, a sex crime, especially involving/against a child, must be punished to the fullest extent of the law. I truly despair when they can find a prison bed for an OAP who hasn't paid her council tax and then try to justify not jailing a sex offender.
Who is the greater threat to society?

I'd definitely have to see the article you're talking about. I can't even begin to imagine why they would not want pervs arrested. It would give them a chance to get HELP well-needed, if nothing else, plus keep at least THAT one off the streets for a while.
We've learned from the past not to let our guard down. It's important that media let us know that they're out there, but not to frighten us to death.

Yes it will mean they have less to fear if caught so could make them more bold!
Personally I would like the men to be castrated so they could never interfere with a child again!
I think that could have the desired effect don't you?!
But one thing I never knew until recently that quite shocked me is that four in ten are women - and that has come from the fostering association!

he may be one of them thats why he dont want to jail the pervs( you know what they say about people in high places)

I haven't heard about it so I don't know what he suggests we should do with them instead.
Unfortunately though, jailing them is no deterrent. It is a condition that they suffer from; although they probably wouldn't see it that way. The concept of being caught is not a deterrent to them.

It may influence potential sex offenders, but in the overall sense, it does not have much effect.
