If he was seven or eight that would be one thing, but someone needs to speak to him about this if he is fourteen. Talk to his parents about it first.

Since you said he "has a tendency" it makes me wonder if its just a matter of his not being able to keep from looking if a girl is, say, sitting across from him in a really short skirt; or if, say, a girl in a short skirt is walking upstairs in front of him. If that's the kind of thing it is then its pretty normal, and its why many people think girls should wear skirts of length that don't invite so much looking. Super-short skirts attract the eyes of many boys and men, including immature fourteen-year-olds who can't look away, perverts, and anyone else who has a self-control problem.

If, though, what your cousin does would be described as "going around and finding ways to look up skirts" then somebody needs to tell his mother. Having interest is normal, but behaving in such a socially unacceptable way isn't what most boys that age do because they know they'll get in trouble for it.

It's interesting that this question has mostly been answered by women and girls who, understandably, don't want guys looking up there.
It's a fact of life, though, that fourteen year-olds are curious - as a part of their sexual maturation. It's not a sign that he will become a dirty old man, it's a sign that he is a healthy young one.
Basically, don't worry about his urges. Just explain that his desires are normal but his behaviour is socially unacceptable.
You have to admit though girls - it's a bit tough on the lads when you make yourselves look completely gorgeous and then don't like the boys staring.
I tell you, age has its compensations.

He is curious, If only he knew what waits in ambush up there he would run away fast as he could. It's the same as dogs chasing cars, they have no idea what to do if they catch one. Best cure is a sharp smack behind his ear or perhaps buy him a small digital camera and tell him you want the pictures

Yes, he needs help! To the poster that said this is a normal "guy" thing...think again. While teens have raging hormones and societal pressure to think sex all of the time at 14 the power over compulsion should be much stronger. When the person does not begin to exert power over impulses then it is better to have an intervention early and prevent problems that may occur...

Hes only 14, hes at a time when women are becoming intresting its perfectly normal, just make sure he stops by the time he can be charged as an adult

Hes a normal 14yr old boy- full of Testosterone, randy and inquisitive. It would only be something to worry about if he liked looking up skirts of 80yr old women

It may be that someone needs to have a conversation with him about social appropriateness. Someone should let him know that his curiosity is completely normal, but the behavior is unacceptable. Perhaps they could work on a way that he would satisfy his curiosity in a manner that is not frightening or embarrassing for those around him.

well. if your cousin is a guy then it is normal, what 14 year old guy doesn't lik the sight of females but if he does it really often then it could be a forewarning that he might be a perverted old man later in life

Perfectly normal, and hopefully, not a passing phase. Be honest girls, if no interest was shown, you would start to wonder if there was something wrong with you.
