What is there to interpret? It's meaning is literal.

Saying, they tell me "don't hate people -- there are better things to do with your time," and if all you do is hate the writer, how do they know when they're done with their task of hating him?

Sounds like rap and rap never makes sense so it's not translatable. Rap is just words thrown together to a beat and nothing more, oh, except for the obscenities in the words thrown together.

I get the don't hate part, but it's like random sentences thrown together for no reason or rhyme

The person is expecting the other to stop hating him/her. He/she wants to know too, when this first person has stopped hating!
