You and Hollywood are looking for the same thing!!
If I gave you a film idea, chances are there's some Hollywood screenwriter out there also reading these answers and what's to stop him from stealing my "gift" to you and making a mint off of it?
Come up with something all your own. That way, you never have to question whether or not you "coulda been a screenwriter" (pardon me, "On the Waterfront"...)
Just close your eyes, take a deep breath and let the Creativity flow....

If you want to draw attention, you have to step out and do something that is different and interesting. You said that is has to be something that high school students can make, so I am assuming that you have a very minimal budget for the project. You need something that will save you money without having to use a lot of sets or costuming. Simplicity is the key. Keep everything easy and simple, but artistic.
Now you need ideas that will help you keep it simple.
1. A "Real World" kind of project. It is about capturing the realistic world of a high school. But you can script it all. Create characters and plot-lines. A few plot-lines could be a boy being bullied behind the school and nobody comes to his rescue, teen pregnancy scare between two students (be careful though), drug use and the different things to worry about in school (popularity, cliques and grades).
2. Another idea could be about teen suicide and its effect on the school. How the friends react and cope?
You can get the band to let you film a few scenes for it and maybe some background tracks to add a musical score. It will add a little flair to it. Other groups will also be willing to cooperate I am sure. Just ask. All they can do is say NO. If they don't, move on to somebody else. Good luck to you and happy filming.

I think you should try to write a storyline about something/ things you know about. It makes a difference I believe. This goes for emotions, setting, events etc. Maybe you could write it for an ensemble cast rather than have leads? I think find something that the actors would understand too and be able to do convincingly (and the interaction could be good). Simple setting too, to fit with your scope. What about a school excursion trip to somewhere particular (trip or actual visit or both) or a bus trip for a group for a sports comp or something like that. About the characters and the environment they are in. Good luck. Whatever you do, I think keep it simple and have a message in there - can be challenging as well as entertaining, and a bit original.

A film about a boy who is not only being abused at home, but is being bullied at school. Nobody at school knows about how bad his home life is. He wears used cloths that do not fit and his hair is cut by him. His mother stays drunk to avoid the truth. Even though all this is going on, he makes the grades. He is determined to become someone. One day when some bullies were following him home (which was not much of a home) they see him meet his farther at the door. They hid and watch to see if he would go in and come back out so they could push him around. What they saw was not what they expected. As soon as the boy got to the door his farther hit him. The boy fell to the ground. The father pulled to boy in so the neighbors could not see what was to happen next. The bullies ran to a window and viewed this horrifying act. That was how they treated him and not once did the boy defend himself, the same as he did at school. The next day the boy did not come to school. The bullies knew they had to do something. Even though they had hit him they knew know it was wrong. (Continue from this point. I hope this helps.:) )

This is one they my son is working on for his Jr. High Video club, but sure he won't mind sharing it. It is sort of a "Home Alone" scenario, except it in this case it is a scheming kid that gets detention tries to not get into trouble by telling parents he is spending night with his friend and having his friend cover for him, but decides he is going to get revenge by hiding out and spending the night at school to pull minor annoying pranks (changing the screen savers on the teachers computers, rearranging desks, putting vasoline on door knobs, toilet papering the stalls the bathroom), but then someone breaks into the school and tries to steal the new gym equipment etc. and he uses his pranks to foil their attempts.

"Bud Abbott and Lou Costello Meet Frankenstein": you need a comedian and a straight man, a Frankenstein, a Wolfman, a Dracula, couple of girls and a few others.
