Unless you can get flourescent tubes that deliver exactly what you want, you may have to use a screen made of cloth or other material and use a light meter to measure the light output.

It is usual to specify the colour temperature if you have to be accurate. The moment length is specified almost all commercial tubes will have the same output. 20w.

One may have to use suitable reflectors and fitting to direct the light where needed.

Instead of Fluorescent tube, why dont you use 'ultra bright LEDs'. Try it , I think that is the best solution for your problem.
