Gravel hold some of your beneficial bacteria...removing it can cause a mini-cycle. It's not exactly hard to clean either...if you don't want to get a gravel vac simply stir the gravel around before you do a water change. This will suspend a lot of the crap in the gravel and then when you change the water you'll pull out a lot of crap. The filter should take care of most of the rest of it.
If you want to "glue" plants to the bottom of the tank you need to use aquarium grade silicone. The bottom of the tank must be clean and dry and the silicone needs 48 hours to cure (do you have another tank in which to put your fish while this occurs?) Another option is to use plastic suction cups to hold the plants down. You can silicone the plants to the suction cups (or use fishing line) and then after they have cured (at least 48 hrs) you can suction them to the bottom of the tank.

Are these plastic or silk plants? You could use an aquarium adhesive (silicon) to do this, but you might have trouble cleaning around them is you ever get algae in your tank. You'll also have higher concentrations of ammonia and nitrite, since the bacteria that convert these to nitrate live in the gravel.
Live plants need a substrate for their roots to anchor. It wouldn't be a good idea to try and glue these down to a brae bottom.
If you're having trouble cleaning your gravel, why not use a gravel vaccuum? If your tank is too small for one to fit into the tank, use something to stir the gravel in areas where you don't have plants then just use a piece of tubing to siphon out the water. Just make sure the diameter of the tubing is too small to siphon up the gravel, or is wide enough that it won't get stuck inside the tube. You can also put a piece of netting over the end n the tank so nothing too big will be picked up (the gunk on the bottom will break apart and get pulled inside).

You can certainly do it, however there will be no hiding the fish waste and rotting uneaten food at the bottom of the tank. This may be a good thing, since it may serve as a reminder to clean the tank more often. Gravel or no gravel, you still have to clean your tank. There's no getting around that.
The only real reason to have gravel is that it provides a surface for growing benificial bacteria. If your tank is well-established and you don't use an gravel filter, there is no reason to have the gravel other than aesthetics.

There is no way to keep gravel completely clean. Lose the gravel and the plants. Get fake plants instead.

u want the gravel that makes it look better u can glue the plant to the bottom of the tank u would need to use marine goop so the fishes water wont get polluted when u fill it back up Agni

What kind of filter do you have?
If you only have an undergravel filter, don't fuss with the gravel. It's needed to clean the water.
If you have another kind of filter, go for it. Use silicon aquarium sealant. Walmart sells big tubes of it for cheap. It's safe for fish and dries clear.

I JUST KEEP A BARE BOTTOM TANK, IT IS MUCH EASYER TO KEEP CLEAN AND I THINK YOU SHOULD TRY PLANT WEIGHTS, AND IF YOU WANT TO GLUE THEM DOWN I SUGGEST YOU USE AQUARIUM SEELER, DONT USE HOUSEHOLD GLUE, IT COULD BE TOXIC
