Most cars with fuel injection engines have an electric fuel pump in the gas tank, because you can push a fluid to higher pressures than you can suction them to, in the old diaphragm engine driven pumps.

Electronic Fuel Injection systems need higher pressures to operate than the old carburetor systems did, and most of them have a way of increasing and decreasing the pressure as the engine operation needs.

Unfortunately this means that most cars today have their fuel pumps in the fuel tank and that requires the removal of the gas tank to replace the fuel pump.

You could buy an aftermarket electric pump from a speed shop or parts store and mount it close to the tank on the frame so it's lower than the tank---then wire it up to the original pump wiring and reroute hoses to and from the new pump. Basically, bypass the pump in the tank ---just make sure the new pump can provide the same psi as the old one in the tank....done this on my brother's 96 Z28 with nitrous setup.

Nope. Gas tank must be removed. Don't go the redneck route and cut a hole in the floor. You will only cause more problems if you hit a fuel line or punch through the tank. Do it the right way.
