This is a simple diagnosis: Put an amp meter between the positive side of the battery. #1 Te fuse should be located in your owners manual for the curcuits it protects. Start disconnecting the curcuits listed for the fuse while you watch the amp meter when you see the meter go to 0 for draw you have found the problem curcuit. Something will be shorting from the ground to the power source. Just like that now you can fix it.

Look anywhere that the wires touch the frame or could be rubbing.. Check you're wiring....on a scooter I'm assuming theirs not all that much, but more specifically the wiring that deals with said fuse.
not a guarantee, but its a definite possibility, and a good place to start.

Is the battery dead? You must recharge the battery fully before starting the scooter if it`s dead. It is not like a car where it can charge the battery from a dead standstill. There is only enough charge there to keep it topped off after starting it.
