I also had a fibroid tumor that was causing me to bleed heavily, but I was lucky enough to have insurance that covered all the procedures I had. The bad part is my insurance didn't cover prescriptions but I got a discount. And it wasn't much of a discount.
The doctors had me on birth control for a year before I finally convinced them to do something else for me. (The birth control didn't help me at all.) Before he started doing procedures on me, he had to get my blood count up so he put me on Lupron. It's like a temporary menapause and it's an injection you get at the doctor's office once a month or every three months, depending on the dosage. Because my insurance doesn't fully cover prescriptions, I was still going to have to pay around $450 a month to get this injection. I got lucky, and the doctor's office I was going to worked directly with the drug company and was able to get some samples and they gave them to me for free. Maybe you should try talking to your mother's doctor about it.
To make a long story short, eventually I found a new doctor and got the surgery I needed without having a hysterectomy. If your mother does end up having to wait until November for surgery, I highly recommend having a myomectomy done. It gets rid of the fibroid and leaves everything else intact.

This website has some do-it-yourself ideas for dealing with the pain and anemia,
http://www.webmd.com/a-to-z-guides/Uterine-Fibroids-Home-Treatment
They also said you can take birth control pills to help control the heavy flow, and those aren't too expensive without insurance. She could try getting them through planned parenthood or something, I think they give discounts.
Good luck! I hope she recovers soon

I read that evening primrose oil helped, but it didn't do much for me. I had surgery to remove one, but the doctor could only get half of it cause it was larger that he thought. I still suffer, but it's not as bad as your mother. I know her pain and feel for her.
The most extreme measure would be a hysterectomy, but it should be a last resort.
The site below might be of some use.
Good luck, hun.

You know, your situation sounds an awful lot like a John Grisham book I read a few years ago "The Rainmaker". I don't mean to sound pessimistic, but you should contact an attorney. Sometimes, just having someone with an Esq. behind their name speak on your behalf lets the jerks know you mean bu sines..
In the meantime, have you seen a Chinese herbalist? Have you read Kevin Trudeau's book "Natural Cures They Don't Want You To Know About"? I bet both of those would have some helpful solutions for you.
My sympathies to your mom; insurances companies are total ___________...fill in the blank with your favorite curse word.
