You'll have to go to the police station, and make a report, and they can tell you what you need to do.

Take prints of those screen shots to court with you in your local area. First, stop by the local police station to see about the laws in your area. You should be able to get a restraining order.
You will need documentation, of each time this person has tried to contact you, dates, times, etc. What was said, done, etc.
Do you have a physical address for this person? Do you have someone 18 or older that could serve this person a copy of this court paperwork? If not, check with your local authorities about having the paperwork served via them.
There will probably be a 2 week later court date, for this person to have gotten a copy of the paperwork, and allowed to serve you with a copy of their response. Then, in court, you both have the opportunity to appear, explain your side(s), and then it will be up to the commissioner (or judge) to approve an order that will last a year (longer if there is a REALLY good reason why). Be prepared to have to do this again to have it continued in a years' time. Also, please check with the court for the first time (2 week court date) to see how long you have to provide the court, and the other person additional documentation. You can get the temporary order ex parte. By yourself. The protection order office in the courthouse can help you with the paperwork. Then, after you get the temp. order, two weeks later you and this other person will need to appear in court. The other person may not show up, or he/she might. Take care.
Take care.

No and yes! On one hand you can't because you would be trying to have the law to restrain him\her from the Internet. This person would need to be in jail or a minor for that to work.
On the other hand, this person is using a website to harass you. The answer is to contact the webmaster of the site via email. Attach the comments to the email and explain the problem. The webmaster can bar the user from that site if he\she thinks it is the thing to do.

There are restraining orders and protective orders. Protective orders are much easier to get, and all you have to have is a threat against you and you can go to the courts yourself and file for one. For a restraining order you have to have an attorney, but all it has to be is harassment, it doesn't have to be a threat.

not unless they are threatening your life. in most states you have to have definite evidence that the person is trying to do you harm or is threatening to do you harm.
