Liquid eyeliner is really good, becuase is doesn't smear as much as the pencil does. But however it is difficult to put it on though.

urban decay has the best eyeliner
it goes on super duper smooth and is water proof and doesnt smudge i swear by it

the best EVER that like NEVER comes off is this Liquidlast Liner by MAC. it took me forever to come off. they have so many colors and it has a nice applicatior and a good price. here is a link to check it out, but this is the perfect thing for what you are looking for.
