They want to do a fourth, but not all the actors have signed onto the deal yet. The third movie did set the stage for a possible fourth. If you had stayed through the credits there is one final scene. The scene shows the Flying Dutchman returning ten years later, and Elizabeth is standing on the beach with a 10 year old child next to her.

I don't think it will be the last, as you know, the third one ended with room for some more. I have also read in an interview once with Johnny Depp, that he is not so keen on giving up the role of Captain Jack Sparrow just yet, providing of course, if they had a decent enough script. So, I believe we'll be seeing more of him in the future.
Just recently, I had read an article about the other actors involvement in the upcoming film. It seems that both actors, Keira Knightley and Orlando Bloom, have not signed onto the deal yet. Whether or not they'll be acting in the fourth one, only time will tell.
There has also been rumours that the fourth film might be entitled "The Fountain of Youth". Rumoured to be released in 2009. However, moviehole.net has quoted that "such a film doesn’t even exist, and though I’m sure Disney have suggested continuing the franchise, it’s definitely far from a go-project." Personally, if there is a fourth film, I would be more than happy to see it.

The producer of the pirate movies has said that he would consider making another film. From what I've read the movie would be based on Johnny Depp's charachter Cap'n Jack Sparrow. He has said that if there is another movie made he would reprise the character only if the story was any good. So this may very well be the last movie for Will and Elizabeth but not necessarily the end of Cap'n Sparrow.

"Screenwriters Ted Elliott and Terry Rossio have said they can only focus on creating a trilogy from the first film, and look forward to finishing the sequels. They do admit that while a fourth film may happen, it is more likely "for right now, the trilogy is designed to come to a conclusion."[1] In February 2007, after filming was completed, Terry Rossio said they may try to write a screenplay, though "It's like the fourth Indiana Jones picture — there are forces in play to make it happen, and forces in play to make it not happen."[2]
Director Gore Verbinski is aware that Walt Disney Pictures would like to keep the franchise going, but regarding his involvement, feels, "The big danger is diminishing the brand... it would have to be a tale worthy of telling."[3] Producer Jerry Bruckheimer has indicated interest in a spin-off,[4] but was exhausted by the trilogy's production.[5] Johnny Depp has stated that he would love to play Jack Sparrow for another trilogy "if they had a good script."[6] Keira Knightley has stated that she does not wish to continue playing her character of Elizabeth Swann as she wants to do different projects"

Shrek got a little silly and off track from 1 and 2, Pirates 3 was filmed along with 2 so its like the same movie, I cant even watch spiderman 2 anymore because 3 was that much better

Well, they ARE writing a screenplay for a spin-off movie, but Disney has officially announed that there will NOT be a fourth movie in this trilogy (which is why it's a trilogy!). Keira Knightley and some other actors are tired of the series, but Johnny wants to do another one, which is why if there is a spin-off it will mainly focus on Jack.
Overall, no more movies in this trilogy, but if the screenplay is good enough, a spin-off will be produced.

I think it's the last, Johnny Depp and Orlando Bloom don't want to do anymore and I think the idea has been taken as far as it cango. Disney should quit while they're ahead.
