The breasts themselves have no muscle tissue, so they will do whatever nature wants them to. On the other hand, the muscles that support the breasts can be strengthened, which will lift the breasts a little and make them look a little firmer. Don't expect huge results though. Wearing a properly fitted bra will helps fight gravity and helps them hold their shape as the years go by. Since yours are a bit larger than the average for your age, a good fit now will pay off years down the road.
You are young enough that you still have lots of growth potential. Your upper body hasn't developed all the muscles it might, and your "issue" might correct itself over the next few years. You might look totally different by the time you're 17 or 18...
Bottom line: Don't sweat it. I've never met a breast I didn't like, and most guys will agree. Besides, yours is the ONLY opinion that really matters. What's your brother doing staring at your boobs anyway? That's a privilege reserved for dirty old pervs like me. Slap anyone rude enough to comment on it, and don't listen to them if they do.

If you only breastfeed for 3 weeks its probably more form the pregnancy. You are so lucky though if all you got is saggy boobs and no stretch marks. At least you can still look good, just roll them up into a bra.. Lol Jk.. Trust me.. I thought I was home free of stretch marks, them the last WEEK I got a ton. My whole bottom side of my belly is covered in them (yes I said bottom side) I also have this little flap that hangs over my jeans. Ive lost all but 4 pounds of my pregnancy weight (and Im not a big girl) but I now have a flabby tummy covered in stretch marks. I would take the saggy boobs anyday.

Contrary to what some people say, C's CAN and DO sag. I've seen plenty that do. Working out MAY help them not look too saggy, but then again it may cause you to lose some in the breast and end up making you look saggier...
Ignore your friends AND your brother.
Don't get surgery just because your brother and friends say you are looking saggy. If you have back and health issues because of your breasts in the future (perhaps your 20's, round the time you are done growing) you could get a reduction.

Mine are less saggy now (at 20) then they were five years ago. I have no idea why. So there's hope :) Just invest in good quality bras and wear them at night if that's not too uncomfortable.
Getting a reduction for a 34C is NOT recommended.

Start applying a rich lotion on them before bed, and where a bra. A bra will keep your boobs from saggiing. Over time you will notice that their firmer and higher.

good question im a 42 dd and have sores nderneath from sagging bras usally dont offer enough support and im only 12

Baby there's only one way. Plastic surgery for a boobie lift. It's not cheap. Will your parents pay for it? I doubt it. When you get older and have a job and can afford to have it done then go ahead.

34C is not that huge that it will sag. You can exercise your pectoralis muscles, that will surely help keep it up.

drink lots of water. it is said that if you drink water they may fill up ur breasts.
