It needs to be comfortable, functional, eye catching (competitive wear), produce good line (both competition wear and practice wear). Yes, undergarment is attached to the dress, especially in all competition wear, even on long dresses. Otherwise the dress tends to climb up - very annoying. Practice clothes don't have an attached undergarment. Undergarment needs to be the same color as the costume (nude is no longer allowed) if it is a Latin costume, meaning if someone could see it. Use stretchy fabric on everything, even on full skirts.
Nude is a bad choise of the costume's main color because some competitoins don't allow it.
Solid colors is the "safe" and conventional choise, but you can experiment with patterned fabric. It needs to look good, not too busy, from far away.

Keep in touch with ballroom fashion: for example, big ostrige feathers are out. It won't hurt to attend a professional or high-level amateur competition.

While the costumes must be both beautiful and functional (and you should examine the interior construction of actual costumes to see how they are built), there are very specific rules for what costumes are acceptable.
You need to familiarize yourself with the rules or, although they may be beautiful and functional, competitors will not be permitted to wear your costumes.

Remember the obvious basic rules for International Latin and Standard, and also for the American styles in dancesport regarding costumes.
In collegiate competitions, tuxedos and tailsuits for men are generally prohibited--and allowed usually is only business suits and slacks, with white shirts, with or without ties--these are for the US Smooth and Int'l Standard. For ladies in these types of competitions, ballgowns are a big no-no--cocktail dresses are allowed, but excessive flashiness in decorations in the costumes can cross the line to being of distaste. In the Latin and Rhythm heats, for the males black shoes, black, brown or khaki pants and a colored shirt (preferably black, but also red, yellow, blue, purple, or dark green) is appropriate--but it has to be simple. Ladies can dance with shorter skirts but they still need to be knee-length--anything below that is a red-flag. Leotards are optional but encouraged.
In the professional competitions, ballgowns for ladies and tuxedos and tailsuits for men are allowed in Smooth and Standard. Flashiness in decorations is encouraged--the more flashiness--the better the judges will be impressed by it, and ditto for that in Latin and Rhythm. Here, a lady flashing more earrings, wearing gold or sparkling shoes, and other rings or bracelets that are shiny are keys to making the judges notice you a bit more. Males can get away with black Latin shoes for Latin and Rhythm but the shirts need to be more ruffled and embellished. White shirts are slightly discouraged for them--black, red, yellow, dark green, purple, orange or brown are desirable.
