I am thinking about starting a small business cleaning houses. How do I go about doing all the legal stuff for taxes, and what do I do if I have to hire people. I need to know the steps to take to have a legal business.

First, you need to hire a good CPA (certified public accountant). Second, contact your local Chamber of Commerce. Tell them what you want to do and ask them for sources of assistance (they will know about local organizations that help small businesses get started). The chamber may also have members willing to help/mentor start-ups like yours.

I hate to say this but do some reading. I am also thinking of starting a small business and the best thing you can do is get information. Read, talk to other small business owners people in that industry. You seriously cannot do enough research. If needed hire yourself a lawyer(expensive I know but it may be necessary) or an accountant to get the ball rolling.

Oh yeah try the Dummies books I find they are written very well. Then again maybe I'm just a dummy.
