It's called "Letterbox" format. That is the format for the measurements of an actual movie theater screen. TV screens are usually narrower than a theater screen, but with the new HD and Plasma TVs coming out, that may not be true anymore.

When videos are produced using film equipment and then sent to the movie theaters to be shown, their is a specific format and size for the showing of the movie. What happens when the film makers put the movies on vhs or dvd is that normal televisions cannot handle the aspect ratio that the original movie was filmed in. Full screen videos only take a portion of the actual film and show it, and you are missing some of the film, but it fills up the whole screen. Widescreen formats the aspect ratio to show the entire picture, but the picture, unless the television is a widescreen, will not take up the whole vertical horizon. Widescreen shows the enitre picture as it was originally produced.

yeah I did that one time! If you want it to cover the whole screen then that would be fullscreen edition.
