Of course she can it has nothing to do with height its just like saying baby gurl or ma you know little things like that.

i dont call them that but sure i guess, lol. but the guy has to be taller something like 6'1 or taller. im 5'11 so that wouldnt really be a good shortie refernce since we would about the same size, lol.

yes she can. this is another word for girl of buddy. if someone called you baby girl it does not mean they are calling you a baby. well this person is not really calling you short. Even if they are shorter than you.
