I got interested because you use neologisms (big words). Problem with this is that you may distract attention from the gist of your question which is simply:

Is Izar Fariñas a timid womanizer?

-you missed the spelling. The adjective is:

pu•sil•lan•i•mous

Pronunciation: (pyOO"su-lan'u-mus).
It means:
1. lacking courage or resolution; cowardly; faint-hearted; timid.
2. proceeding from or indicating a cowardly spirit.

phi•lan•der is verb tense.
Pronunciation: (fi-lan'dur).
which refers to:
(of a man) to make love with a woman one cannot or will not marry; carry on flirtations.

Whether Izar is flirtatious or not, I do not know. However, you can try to follow it up from this link:

Good luck

I have no idea, but kudos for working in 'pussilanimous' AND a tilde all in the same question!
