there are lots of things you can do for the GTP models, I am not sure how much of it would apply to a 3.1, here are some websites for ideas.

You can do basic stuff like a cold air intake, and freer flowing exhaust, just don't expect too much. If you want to beat, for example, a new Mustang GT, you're going to have to spend some decent cash. Just the way it is.
Below is the link for ARI. You can call them and ask for recommendations, but here's what I would do. Get their most agressive street cam and a good heads package. Send your pcm to Digital Horsepower to get retuned. Hit ebay motors for some underdrive pulleys and headers. All that with a cold air intake and cat-back exhaust should make it feel like an entirely different car. If you want, throw some nitrous at it too.

A good platform for a L-67 engine from a supercharged GTP grand prix. Dont forget the T65E transmission too.

there is no helping those motors. they are junk, get ready for your intake manifold gasket to go. GM had major problems. don't put a supercharged 3.8 in it either, GM thought they had a wonderful idea there, the supercharger is worthless on those unless you buy an aftermarket, but then ya gotta modify the rest of your motor. my advice go buy a FORD! gm's are junk. i know i had one! a 99 grand prix, with the 3.1. to small of a motor for those cars

K&N air filter multi firing spark plugs maybe a computer chip.
