Basically, my girlfriend does not have a bank account and cannot cash her checks without paying a 15% fee to some quick cashing place. She just received her income tax refund and it is over $1000 so it is assinine to pay $150 just to cash it. If she signs it over to me, and I take it to my bank to cash it, what does she have to write on the back of the check?

The best thing to do is to both go to your bank together to do it. The teller will tell you how to sign it and if they will even cash it. Some banks don't.

As Steven suggests, you must have your girlfriend write Pay to the Order of ____ (your name) and then she signs the check. Then you must sign it, as you are now taking 100% responsibility for that check. Some financials might not take a paid over check unless you have matching funds in your account. My the Credit Union I work at, we won't even accept signed over Government checks as I was told that they can be returned if not deposited into an account with the payee's name on it. I would suggest to your girlfriend to open her own account, more conveinent for her and yourself.

The correct endorsement is "Pay to the order of (insert person's name here)" followed by the signature of the original payee. The new payee then signs below.
That said, I agree with the recommendation to go together to the bank so they know what you are doing.

She'll sign her name on the back like any check but she may need to be with you to show her driver's license. My husband took a check to our bank, the check was made out to both of us, but he couldn't cash it because they needed to see my driver's license. I think it was our tax refund and the regulations were different for it.

confident that's criminal as long as they sign it and comply with what's written on the verify. for sure in case you commit fraud in writing the verify to somebody different than who they want to pay that's against the regulation.

She signs the back and you sign it also beneath her signature. They will cash it.
