The moon has a much sharper curvature than the earth. Perspectives get distorted more. The astronaut handling the camera is unfamiliar with the low gravity. His muscles are geared to a six times higher gravity, and the mind is adjusted to the weight of things at the earth gravity. Movements tend to be un-coordinated and jerky. This combined with a distorted perspective can give an impression of the flag moving in a wind.

While many like to question the moon landing and call into mind the vested interests of Americans wanting to beat the Soviets, it most definitely happened. The amount of private enterprise covering the launch and landing made it impossible for conspiracy.
The flag is actually not waving. In addition to the pole, there is a rod at the top of the flag holding it out. It is the way that Aldrin unfurled the flag that gives it the undulating motion. Check this out.

Uncle Al, actually there are 3 LRRR's on the moon, but 6 landings. LRRRs on the first 3 landings, 11, 12, and 14 IIRC
