You can open an account in any EU country. You need to take your passport etc. If you are non-resident you can open a 'non-resident' account. I have a resident account here in Spain, my wife has a non-resident account, and frankly there doesn't seem to be much difference between the two.
I do think you have to actually be in the country to open the account though- not something you can do online or over the phone.

there are plenty of banks in other countries that will permit this. Usually, you do have to show up in person with your passport. Minimum account balances may apply.
I have no idea [being a Yank] what the Inland Revenue might think of such a move. I do know that our government requires every citizen who has such an account to tell the government it exists and other data each year [in part to control tax evasion].
many of the countries that cater to this sort of thing will happily tell you that they have such a banking industry on their toursit website. :-)

yes you can open a non resident bank account in most places but you have to go there in person to open it

i think the main pre-requisite is to have a residence in the country in which you want to open the account, plus all the other standard id stuff.
