where besides the state building can my grandma get a photo id ex: library or some other place

Usually, your Department of Motor Vehicles can issue them the same as they do drivers licenses. Here in Florida, they issue IDs at the DMV. They look the same as the license, but say Identification only on it.

You used to be able to get photo id's almost anywhere for anything. 9/11 changed all that. I have a photo ID from the gym that I work out at, but no one would ever accept it for anything.
Maybe your grandmother could get an ID from AARP or a senior community center?

check your state or province's website. In a few places the local city or town's website will also have this information.
