Well 1st, Cali is a very big state, so I'm sure there are a lot of places to get a great steak.
2nd, I don't think my answer will be very popular, but the Sizzler in my area is the best place to get a great steak.
Always tender, always cooked properly and great flavor!!
This particular location is a franchise owned and ran for 22 years by the same owner, and is the only store in the chain that has written permission from the company CEO/president to use homemade recipes!! So no out-of-the-box taste !!

The Warehouse in Port Costa has a good steak on weekends and is a nice place to hang out. While your there don't forget to get your Port Costa ring!

The pioneer Inn , it's located in Clayton just out side of Walnut Creek/Concord, these are some awsome steaks.

dont waste your time with Cole's in Napa. Mortons is good and if you are on the central coast - The Hitching Post is awesome but not the one in Buelton (it was featured in the movie Sideways) but The Hitching Post in Casmalia. AWESOME. Their house wine is fabulous too.

The Cattleman's chain has very good steaks & a good menu. They are dotted thru out California.
Also, try the Black Bear Diner chain.

Harris Steakhouse in San Francisco is by far the best Steakhouse in SF area...anybody who has tried it will tell u the same...Trust ME!!!! U wont be disappointed...little pricey but worth it
