Enforce laws that are already in place for starters. By the way, this plagues every state.

No state will ever be drug-free.
There will always be people who want to use drugs.
I don't use drugs, but if people want to, and they are not hurting anyone else, what business does the government have in outlawing them?
The 'war on drugs' has been a complete and utter failure and costs taxpayers millions of dollars every year.
The prohibition of drugs causes a black market that results in violence.

No. The country already has the hugest prison population of any country in the world and half of the victims are in on the victimless crime of drug possession. Its their lives, its their business, leave them alone. 2 1/2 million people behind bars, thats 1 in every 100 people in prison. Its the equivalent of every man, woman, and child in Chicago. Its insane. The war on drugs makes drugs scarce and that makes them expensive and that brings crime in to it. By all means discourage drug use. You can do that with seriously good media campaigns, but involving the justice system is destroying the country, its brought crime into neighborhoods and destroyed them. Legalize it. Regulate it.

Start handling it as a medical crises rather than a law enforcement issue. Prevention and treatment are the long term solutions. Fear of prosecution does not work. People have to want to recover and have the opportunity. I say this from experience. Recovery is great! One day at a time!

the government can not stop drugs, they try but you can see how well they do. There is nothing MA can do to be drug free, give it up.

The "war on drugs" will never be won. Not in Mass. or anywhere else. It's too lucrative of a business and the customers are plentiful.

You're never going to stop it. It's also interesting to note that you did not include alcohol and tabacoo. Legalization is the best way to get rid of most of the negative aspects of drug use.
