and the Police say it's down to the RSPCA? I am vey upset and nearly in tears over a dog who was left alone for 14 hours yesteday and howled and cried throughout this time. Today he was left alone for 11 hrs, someone then came home at 6.pm after the dog had been on his own for 11 hours but left shortly afterwards. Thiis dog is desperate, must be dehydrated and heaven only knows what he is doing about having a wee or anything else. What capped it all was that I was told by the police that if I had only reported this as noise polution I would have got a response. How can this be? Please, anyone who can help, tell me what I do before this dog dies (it's getting hot again). Can I ring my own vet?

Sorry Carole, should have said. These people work 12 hour shifts and we never see them. They even denied they had a dog when we asked them, about a month ago whether they could hear a dog crying. They said they couldn't and that they didn't have a dog. My husband checked it out yesterday, banged on the door and looked through the letterbox where the poor boy just cried. Our dog would have sounded tha alarm loud and clear.

Smile, one of the reasons I am so worried is that my bedroom becomes a furnace in hot weather. These people live above under a flat roof. I make sure my own dog is cooled down as much as possible with fans and tower coolers. He is a member of our family and we love him so much.

Gosh Samley, you are so quick on the uptake! I am impressed but I don't know what you are doing in this particular category. How can you possibly think that a bowl of water will be enough for a dog to last him 14 hrs, particularly when he is in a top flat with a flat roof and it gets stinking hot.

Are you sure that the RSPCA have not taken action....Keep phoning them, report the people for noise pollution, make a note of all the times that you have known this to happen...Unfortunately if the RSPCA visit and the dog is in good health there is very little they can do.
Do not confront the people this can cause serious problems for you, I know it hurts to hear the dog crying but all you can really do is hassle the authorities..
Just had a thought you may be able to complain to the council environmental health.

You have not said if you have actually reported it to the RSPCA.
If you have not done so that would be your first action.
They will ensure that the dog has sufficient to drink and eat over the period the dog is on it's own.
A dog left on it's own for long periods is not uncommon and just because he howls does not mean he is in distress, it is possible that he is just trying to get attention.
When my wife and I used to go on holiday my parents would visit our home 2-3 times a day to let the dogs out, feed them and top up the water.
They would stop with them for about an hour each time and there was no problems at all.
The dogs knew they would not be left alone but when we used to try and sneak out the house with the suit cases they would sense it and start to howl and they would howl until that first visit by my parents.
They were not in distress or trouble at all but they still howled the place down.
Sheep dog puppies are trained to be on their own from a early age, because this is what they are sometimes called to do, stay put and watch the flock.
I have heard them howling for ages, as soon as they see someone near they stop, the person moves away and they are off again.
They are not in distress just after attention.
I know the howling is bad but you might be making yourself ill over nothing.

i would confront the people on the street.
i would make an audio tape of the dog crying and take pictures of the dog outside.
I would play the audio tape back to the owners, show them the pictures and ask 'why'
I would keep a notebook by the phone so i could keep a record of every phone call i made to the police or the rspca. i would be sure to ask for the name of the person i spoke to about the dog and write down the date and time.
i would call the police and rspca every time the dog was left alone.
i would try to involve the media by contacting my local newspaper or tv stations and have all of my documentation ready.
i would put up signs with pictures of the people and the dog around my neighborhood.
i would call the landlord and complain about the dog - maybe the landlord doesn't even know there is a dog.
i would protest in front of the house - have a 'SAVE the DOG DAY' and play the audio tape over the loudest speaker i could find - and show the pictures.
I would offer repeatedly to take the Dog and find it a better home - or perhaps possibly steal it (worst case)

Next time it howls, call it in as a noise issue. That way the police will get involved and will look into the welfare of the animal. People leave animals home alone all the time. It does not mean it is dying! Have you tried maybe talking to the owner???? Maybe you should buck up and be a considerate neighbor, and tell them what is happening when they are gone. They may not know it since the dog does not howl when they are home!

hi ya rosie, by the way ragapple is a poor ignorant idiot! keep foning the rspca till they get so cheesed with you they have to do something perhaps you could get another neighbour to fone and complain as well even if they dont here him ( this calls for underhanded tackticks im afraid ) also fone the police and say its a noise problem i know you dont think of it like that hunny but getting the dog help is more important and if the only way u will get help is to complain then do it hunny ! also tell the rspca that u are unsure of water and food situation as they must investigate this. so many people dont relise that giving animals basic needs is now law perhaps you could look in to the new law and see if there is something written in that ,that you could quote to the rspca ,im sorry i cant be of anymore help but perhaps you could let us no in the fiture of how you do by writing a question under the heading( Dogs been rescued )or something . goodluck darlin i hope you get this terrible situation sorted for this little dog xxx Thank goodness for people like you X

Do you have any evidence the dog has been mistreated? Do you KNOW that its not being left water, that provision hasnt been made for it to have a wee. Has it just been TWO days? Perhaps the owner had some unforseeable emergency and couldnt give the dog as much attention as it usually gets. I would hope that you have more facts than you have stated before pestering the rspca or the police.

Well, the amount he's being left alone is far from being illegal. If he's being left without water then that's cruelty...also adequate shelter (shade, dog house). If the local Humane Society investigates and finds there is no cause for alarm there is nothing you can do...tring the ASPCA who is overall in charge of the country, tip line might help.
If this dog was really suffering and for some reason the police and animal rights police are doing nothing then if you are truely a good person YOU have to do something.

If the house belongs to the local council or housing association you can complain to them about the Noise nuisance that may get something done. Have they only just got this dog or has it been ongoing for a long time, if it happens tomorrow phone up the Police and complain about the noise. If the owners are at work all day they should not have a dog I get so annoyed when I hear stories like this it is cruel to leave a pet at home alone all day.

OH MY GOD YES YOU HAVE TO. Parrots need sun and if the dogs have mess all over them then they are definatley not happy. Ring the RSPCA and you dont have to give your name or anything. They will check it out and make sure everythings in order. Those birds and dogs NEED reporting and you are the one to do it!!!make their lives better

Go to the house and ask if they need any help with their dog. They may want to rehome it and dont know who to contact. If that does not work, contact the rspca again and be firm that this animal is being neglected. there is a new law that came out in april that should cover this. Dont just leave things to get worse. If you have an animal or dog rescue nearby - contact them for advice and help.
