If I feel I am being bullied at work, my supervisor or manager has been mean and unfair to me, and there are people who have witnessed these facts, if there are videos throughout my workplace that can be reviewed to support my claim. What's the correct way to report this person? Who do you go to first? do you contact the helpline or the boss at your workplace? and if it doesn't work, who do you contact next?. Thanks.

Talk to the boss over that boss or employee. Simple and easy.

First you need to look at your-self and see if you are doing something wrong, and if the ask your peer's if there something you can do different. If it keeps happening then write the dates and times, witnesses, and what occurred. and take it to the chain of command. If it's your supervisor them go to there boss and so on.

please explain, how have they been bullying you? What do you mean by 'mean and unfair." All we hear is your side of the story, with nothing specific.
