It isn't the traffic signal. It is normally illegal to change lanes in intersections, whether it is a light, a stop sign, or uncontrolled.

Yes it is, you're supposed to stay in your line if you're in an intersection. it's also illegal to change lanes over a solid line. Sadly, people do this all the time!
I saw an accident the other day:
Three lane traffic. Left lane to turn left. Two right to go straight. One car in left lane. One car in far right lane. Car in left lane decided to go straight at green light, when car in far right lane decided to change lanes in intersection. Guess what happened? They smashed into each other.
Other times, someone in far left lane will turn into right lane in middle of intersection and hit someone on another road who was taking a right onto the road at the intersection.
This is why it's illegal - it's dangerous. Stay in your own lane until you have gone through the intersection and it's safe to do so.

Okay, just about everyone here is saying it's illegal. It's not illegal, it's just very much not advised. Changing lanes at or really close to an intersection potentially presents some hazards. But it's not illegal

it's illegal to change lanes in an intersection, and since traffic lights are usually in the middle of an intersection, that would make it illegal. However if one was not in the middle of an intersection, it should be ok. It also depends on the laws of the state where you live

Detained or arrested? Here's some info on the difference (link below). If the officer said you were under arrest but you received no Miranda rights (in the US) and you then cheerfully told him that you had just committed the perfect crime and gave him a few details, nothing that you said could be used against you in a court of law because you weren't read your rights, and if an investigation could not have identified you as the criminal without those specific details, you could not legally be charged. But he let you go with a ticket and you didn't talk about a murder, so calling it an arrest or detention, the difference seems moot.
