It goes back to early bikers, It originally was a raised closed fist, showing respect to someone passing by you knew. Then it became open hand(slapping some wind) as a wave to fellow riders. Now its just barely a nod take a hand and point a finger. The pointing is supposed to be showing a road hazzard to following rider if more than one.

We wave by extending the right arm down and out a little at 45 degrees, pointing out two fingers down. It's just waving at each other, showing respect or at least acknowledging eachothers existence.

An upward bent arm wave may be confused with the hand signal for a "right turn". A straight out and forward wave may be mistaken for alignment with the Third Reich. A straight out arm wave may be confused with a "left turn" hand signal. A straight down wave may be a "slow down/ stop" hand signal or warning for following motorcyclists to watch for debris or an obstacle ahead on the road surface on that side.

They aren't pointing to the ground, they are waving at each other. I dont think you can even call it a wave. We are just signaling to another rider who appreciates riding as much as yourself.

It's a wave of acknowledgment; a way to say hello to a fellow biker. Sometimes it's not returned because either one rider didn't see it, or he's an arrogant prick. But as far as I'm concerned EVERYONE gets a wave!
