I think they don't put the air on cos it really sucks up the gas. But since they're providing a "service" it's really no excuse.
When my mom has to call a cab here she says to the dispatcher "please send someone who will put the air conditioning on!"

I understand your point as well though they do need to have a bit of a better attitude. But if they were to let there guard down just a bit than they might not live to see the next day.
