How do mopeds work? when do u use the pedal and when do you use the motor

First - You put the bike on it's center stand.
Then you pedal it like a stationary exercise bicycle to crank the motor and get it started.
Some have a lever at the rear sprocket.
In one position, the engine drives the rear wheel just like any motorcycle or scooter.
In the other position, the engine's drive train (bicycle chain or belt) is disconnected and you pedal it like any bicycle.

Others have a one way clutch at the bicycle pedal's crank.
Pedal it like a bicycle.
When you stop pedaling, the pedal's crank "free wheels" (the rear wheel turns while the pedals are stationary).
If the engine is running and turning the rear wheel, the pedals crank "free wheels".
You can try to pedal it, but the engine will be turning the drive train faster than you could catch up to the RPMs of the engine.
If the engine were to stall out, you could pedal it to crank and start the engine.

You can ride it like a bicycle whenever you want or switch over to the motor whenever you like. Whatever you prefer at the moment.

There are 2 wheeled vehicles without pedals that are classified as mopeds. They cannot go faster than 28mph and cannot be above a certain HP rating.
Like the Honda NC50 & NA50 Express and 3 wheeled Gyro.
