Pepper is a game that is played with two people, one swinging a bat and one softly tossing the ball for the batter. This game is used to "warm up" or help with hand/eye coordination. Generally, the person tossing the ball is on one knee (slighly in front of and to the side of the batter) and the person hitting the balls is doing so into the fence. The "No Pepper" signs are to preserve the fences at the baseball field.

As jeremy said, preserving the turf is the main reason pepper isn't allowed.

It's basically at the older ball parks. Maybe they can use safer practice baseballs like at batting cages. That would let them play, but save the architecture.

Pepper makes you sneeze and that could interfere with the hitters concentration, spread germs and there might not be any one available to say "god bless you" which is very important after you sneeze

Playing pepper is hard on the grass - groundskeeping crews don't like it because it tears up the turf.
