Priscilla, if all you have is cookies, there are good cookies and bad cookies. The good cookies remember webpages or sign in that you really want remembered. The bad tracking cookies are tracking how many times you visited their site.
If you find spyware other then cookies, with your antispyware program, the scanner will destroy the spyware. If you don't have one here is an excellent one. Download the free version, Superantispyware.com http://www.superantispyware.com You will get auto updates.
If you run your antispyware the cookies will be removed. Just know that everytimes you visit, say IE 7 or any place on the world wide web, a good cookies, or tracking cookies will always show up when you run your antispyware scanner.
Your concern is with your antivirus. If you run the scanner and the programs finds trojans, and other viruses then the software will destroy them in real time. These are dangerous as they can steal all of your data, and take control of your pc.
If you don't have an antivirus program installed here is an excellent free one from AOL.
Here is an excellent from antivirus program from AOL, Active Virus Shield powred by Kaspersky Lab of Russia. Rated # 1 in the world for virus detection. You will get auto updates every hour on the hour, plus an excellent background scanner that really works great. AOL, will only ask you for your email so they can send you a free key good for one year. After one year just request a new key.

There is nothing wrong with cookies. Many web sites need them to operate. Many adware programs warn you about tracking cookies. These are cookies used by ad companies to tailor your ads based on sites that you visit. They can only track sites that have their ads.
Even when they do track you they have no idea who you are. It is just for the purpose of displaying ads. You are just a number to them because they have no access to personal info unless you give it to them.

You need a firewall. If you don’t have it that is. ZoneAlarm has a free one.
http://www.zonealarm.com/store/content/catalog/products/sku_list_za.jsp;jsessionid=GcFIn2wsmBu1XxQceQKRSqGfL9zm7PLpR2R4z9G1Ux8kAskyuuMG!-618052328!-1062696904!7551!7552!NONE?dc=34std&ctry=&lang=nb&lid=trial_zaFamily
Disable Windows firewall if it’s not disabled automatically. That is if you download another firewall.
Also have some spyware/adware removers like Ad Aware SE Personal and Spybot-S&D.
http://www.lavasoftusa.com/software/adaware/ http://www.safer-networking.org/en/index.html
( Download Ad Aware here http://www.download.com/3000-2144-10045910.html ) AVG also have a free anti spyware. http://free.grisoft.com/doc/1
You can also scan with a online anti-spyware scanner like Ewido anti-spyware. http://www.ewido.net/en/
Ewido anti-spyware 4.0 is now AVG anti-spyware 7.5.
If you don't have a antivirus program installed; Get it.

AT the top, go to tools>internet options> and hit delete cookies, then delete files, then delete history, then..
Go to start>programs>accessories>system tools>disc cleanup and after that start>programs>accessories>system tools> disc defragmentor and defrag both lines (separately)
Then run your anti-virus program. Then restart computer. If no better, then do start>programs>accessories>system tools>system resore and choose a date to go back to when the computer was running well.
If that doesn't help you could reload windows (after saving stuff you need to save to disc).
