Whenever I try to watch a DVD, the video becomes laggy during intense scenes, and then goes totally out of sync. I've updated all the drivers, nothing seems to work. I had a 6600GT that worked perfectly before I installed the 7600GT. Any suggestions?

Perhaps there's no problem w/ your fast card because I could play a DVD movie on a 16Mb 4x AGP card.

Try opening Task Manager while playing a movie. Check which process is trying to grab the processor's attention or eats up a lot of memory such that available memory runs out during those lagging episodes. You might find undesirable or unnecessary processes there.
