Can my Nightfall charachter go to first island of Factions???

If you own factions, sure you can go there. You won't be able to pick up any quests in the area though. Just missions.

From Kaineng Center, travel to The Marketplace and then onto the Docks. Talk to some guy there and he'll take you to Seitung Harbor.
