Congratulations on your graduation!
Districts hire their own substitute teachers, so you must go to the school district (or districts) in which you want to teach. They will give you all the information and documents you need to be able to "sub," as we call it.
HOWEVER, I highly recommend that you call your County Office of Education. Here is a site that lists them:

I recommend this because there may be MANY districts within your area, and you would have to register with EACH of them. If you get your Substitute Credential through the county office, you MAY be able to avoid having to take fingerprints for each district! They can also tell you what the surrounding districts are. Then you can start contacting districts where you would like to work to see if they have any additional requirements.
The County Office of Education is the local source of all public educational information. The California Department of Education is the statewide source, and they usually work through the county offices for just about everything.
Here is the site from the California Commission on Teacher Credentialing, specifically about sub credentials. But don't apply for one directly until you find out your local requirements. For some reason, our county office likes to process the credential applications and send them to the state themselves - I can't say what your office will want to do.

Your process may be different, but this is what I had to do many years ago...
1) Pass the CBEST test
2) Get fingerprints and Dept of Justice clearance (county office does this for a fee)
2) Take the TB test
3) Take a CPR class (district requirement)
4) Apply to district
5) Attend an orientation to learn district sub policies
6) Wait for the calls.
I actually did very little subbing because this was while I was studying for my teaching credential, but I think it's a great idea for you to start with this.

Substitute Teacher Requirements
The minimum requirements for substitute teaching assignments are a Bachelor's Degree and passage of the California Basic Educational Skills Test (CBEST). If you meet these requirements, you may apply for an Emergency 30 Day Substitute Permit. The substitute permit is valid for one year and will allow you to substitute teach on a day to day basis for up to 30 days in the same classroom.

I don't live in California but search on the web (every school has a web site) a school district near your house and they will have a page on substitute teaching. Follow directions. My experience is that each school system has a half-day seminar on do and don't when substituting.
Don't expect to teach. Expect to babysit.
